Overview
Note this build requires Hotline Miami 2 Digital Special Edition(For the Sociopath), Gage Shotgun(For the HE rounds) on the primary shotguns, Pack Yakuza Pack (For the katana), and the Biker Pack (For the Breaker 12G Shotgun)! This build puts the cops in a incontrolable state of fear which will help reduce the amount of bullets coming your way!
Mastermind Skills
Forced Friendship: so you can have more cable ties and you can cable tie hostages faster
Confident: so you have a higher chance to convert cops
Joker: so you can have some bullet sponges to help you have some fire support in battle
Enforcer
Underdog: This will help you deal and take less damage when going out on the offensive and defensive
Shotgun CQB: This just helps you reload faster
Shotgun Impact: This makes your shotguns super powerful
Far Away: This helps you kill snipers
Overkill: This helps you deal more damage with the more kills you get
Resilience: this helps with those flashbangs and armor regen speed
Transporter: helps your throw bags
Bullseye: helps you get your armor back through headshots
Shock and Awe: helps you regen your armor faster
Iron Man: gets you your ICTV
Scavenger: helps get ammo
Portable Saw: helps getting converts or helps on jobs that need saws
Extra Lead: better ammo bags

Steady Grip: gives your guns +8 accuracy
Ghost
Duck and Cover: makes you move faster and regenrate stamina faster
Parkour: makes you move and climb faster
Shockproof: lets you get counter tasers
Fugitive
Martial Arts: take less melee damge from cops
Bloodthirst: stack melee damage from ranged kills
Counterstrike: lets you counter all cops and special cops melee
Berserker: lets you deal more damage the lower your health with both melee and guns
Frenzy: makes you take 60% less damage and start with berserker activated
Weapons
Mosconi 12G Shotgun: HE rounds that's all
Breaker 12G Shotgun: HE rounds, Long barrel, King's crown compensator, Military laser module, treated body and long stock
Judge Shotgun: 000 buckshot, King's crown compensator and Military laser module
Katana: Its has a fast swing speed, tons of damage, kills most cops in a single swing to get the 10% of your health back fast.
ICTV (Improved Combined Tactical Vest): This armor is very strong with 60% reduced damage that means almost no damage on overkill and below and deathwish they still deal damage but it is drastically reduced

The only reason this build suffers is because it has TWO LOW EFFICIENCE SHOTGUNS. Sure, they do high damage, but they pick up so little ammo!!!

Dunno how frenzy is dead, considering even that 25% dmg absorption + the other 23% from Underdog Ace and Sociopath still puts you at a huge advantage, maybe not a perfect advantage but it's far from dead .
All in all it can cause some serious pain and like the comment before mentioned long ago, if someone doubles it up with maniac you end up soaking so much damage that you barely need cover for DW even.

Great build, you become invincible if someone has maniac perk deck aswell.
