And lastly, its just theory, or maybe its just my bad luck, some of characters rarely spawn. out of countless tries, some of them only appear twice and the most might be 3 out of 20-30 attempts. please prioritize granting them wish first before other character as u might need to repeat the New Game again and again just to look for him again in case Game Over or u reach level 10/11

Justice pair seem rare as fuck...

It does seem that characters are biased heavily, but the bias itself depends on something else, since I had issues with different characters, namely Justice in Big City pair and Priest.

Besides, I would assume that since said pair could not appear separately they are less common than anyone else, so I would recommend to fulfill their wish first and leave Musicians and Soldiers till you repeatedly restart to complete everything.

By the way, I got Soldiers trio on second restart, but that was not New Game+, so starter seems to also be randomized.
