Pacific Bulwark

The Pacific Bulwark was originally developed by a Japanese-American partnership to help establish a series of artificial islands extending east of Hawaii. While the islands and the road systems were finished; no development began on the city itself due to financial constraints. As a result, the partnership was dissolved at the arrival of a buyer; who was willing to purchase the islands and develop a metropolis.
