Hmm. That's a good question. I would think it's based on the number of workers. I can't find any information about production rates.
I have questions for eficiency in my city:
Do industries with more Jobs use more ressources and produce more ressources? Or is it conected to land tile usage?
For example, if i turn a farm building in a custom one, give it 40 jobs and make a farm with ground texture and props around it by hand (4x4 farms are a bit unreal^^), will it produce more basic farm ressource? will your wheat farm turn produce more basic farm ressource than a vanilla 4x4 farm lot?
