Richard the Rooster Build

Overview
So, this build is suppossed to be purely dedicated to Jacket's depiction in the Hotline Miami games, to do that, we will be using shotguns and SMG, as well as some close distance toys.So let's get the party started.
The Build.

Mastermind : Medical skills. Combat Medic, Painkillers and Inspire : Judging from the fact that Jacket was in a special ops. unit, medical training in combat has to be included.
Medic Bags Deployable : First off, team support, but also, remember how many times you were able to press the "go again" button in Hotline Miami? Well, it wont be 62 lives, but you can reach somewhere near 50%.

Enforcer : First off, Shotgun skills : Shotguns are one of the three weapon types you use in this build, so some basic shotgun skills such as damage and reload, are needed, I chose Overkill, because you have to keep the buckshot streak up.
Underdog : Being in a build were not getting your HP touched is the basis, makes this skill a lot more valuable than you may guess.
Armorer : Flashbang resistance and bag skills are kind of mandatory at this point, but regarding the armor skills, I would request you to be patient and wait until we tap into the perk deck.
This time I did not pick ammo skills, since changing in betwin weapons for a while can feed even the bigger beasts.

Technician : I just dropped by to pick some SMG and AR skills, reloads, bigger mags, fire while sprinting, good stuff.

Ghost : Artful dodger, speed, dodge and mobility ( Perk Deck will explain ), also the ability to escape from annoying tasers.

Fugitive : Revenant, more tries in the battlefield and the ability to come back from death, like you did when a Mark 10 pierced your skull about 3-4 times.
Brawler, we would not be roleplaying, if we did not have our character's favourite toys and what better way to say this than abilities that make those toys awesome.

Armor : Your jacket, you don't need anything else.

Perk Deck : On this one, I am going to ask you to stay calm.

Well, I know what you are thinking : Suit with Anarchist? Are you crazy?
...Well, to make this build you have to be, but that is not the point.
The point is, if you know Hotline Miami, you should know that : When your character loses a bit of blood, he is dead.
But, no fear, for the suit is awkwardly good at this.

As you can see, the HP is reduced to like, 3 seconds of dmg and you are done, but, you earn 5% every 2 sec, 10 armor per hit every 1.5 seconds and 25 armor for every headshot every 2 seconds. That being said, making a headshot kill 2 seconds after your last armor regain, means you will get : 45 armor, pretty close to 20%. But the price you pay is, you must not bleed. By that I mean, whenever your armor is down, better stand back and take it easy for a while, once you think you are ready, then why don't jump back in and show them who is the king of the jungle?
It does sound weird, but it works pretty well.
Guns, Bats, Knives and other stuff.
Regarding the weapon section, I will stay true to what you probably used as Richard, in the game, which means, I will be stating a variety of weapons, usable both as roleplay and efficient with your build.
Primaries :
AMCAR : I know it's the basic weapon and I know the CAR-4 is better, but in Hotline Miami, the AMCAR is the weapon you will find in 90% of the levels and if you mod it right it can come pretty close to the fan-favourite Clarion rifle.
AK Rifle : Again with the basics? Well, as far as I remember you beat a lot of mobsters in order to grab their AK and use it yourself. In addition, it is a bigger damager than AMCAR, at the cost of ammo.
Mosconi : We all remember the 2 rounds room cleaner of Hotline Miami, every time you fired it at closed area, an "X3 COMBO" poped up out of nowhere. Seeing how fast and powerful it is in this game, you might as well consider it.
Predator 12G Shotgun : Personally? My favourite Hotline Miami weapon, that being said, the only difference with PD2, is that in this game, it is much, much faster. You can use it to snap cloakers out of their stupid sprint or just swipe entire rooms in a couple or three shots.
Breaker 12G : Okay, that one was not in the game, but damn does that picture look awesome, its also the in-betwin of Predator and Mosconi.
Secondary :
Mark 10, Jacket's Piece, Uzi SMG, as long as the mag is inside the grip, it's your SMG. Just spew fire and create corpses.
GSPS and Locomotive : Well, much like the Predator, those two serve in order to provide the shotgun feeling in the secondary slot, anything needed to be said here, is covered in the Predator 12G section.

Last, but not least : Melee, okay now, as far as that go, we are talking about a sociopath who killed mobsters using scissors as shurikens and frying pans as blunt force, anything you pick will suit this sociopathic monster... unless you pick something non-lethal, yeh don't pick something non-lethal, he probably won't like it
Conclusion.

1.1 : Reshaped the entire build, so it now feels more like playing Hotline Miami and has better support skills, as well as a bigger variety of weapons, while keeping true to the roleplay aspect.

Also as an old payday 2 boomer from 2014, "gate build" does not mean much to me, a build name goes like this in my books: dodge or tank/equipment/specialty, a fine example always being dodge med crits with grinder! :P

Also we never did builds for the "META," since meta in payday 2 is laughable, anyone can do death sentence with a good crew while using literal meme builds and the proof is all over the internet, but thanks for the style points!
