Not exactly. If you plan accordingly, you can secure up to three routes during ACT 1.
Once you reach ACT 2, you are locked into a route after the first few weeks. However, there's nothing stopping you from saving and reloading to make your life easier.
In short,
1. During ACT 1, you should try to secure 1 to 3 routes.
2. Once you reach ACT 2, save your file for easy access.
3. Progress through ACT 2, get locked into a route, and finish said route.
4. Reload your ACT 2 save file so you don't have to go through ACT 1 again.
5. Rinse and repeat until you have finished all the routes you managed to secure by ACT 2.
6. Go through ACT 1 again and secure different routes.
If you're really good at planning things out, I think you could probably finish the game by going through ACT 1 twice (securing 3 routes each time).
