well i accidentally got it because i was interested in what was being transsmitted because the firwst tower in the area is transmitting something that sounds foriegn like russian.

It's also worth noting that if you go past it and get the third signal then go back and wait it won't work. If you want to get the achievement wait at the tower the first time you come across it.

probably talking to the developer, most usually give hints on how to get it and then let the community expand on informing so it gets people active about the game

how is someone supposed to find this out without a guide?
