Here is a small guide for Windows 10/8.1 users how to properly run this game without any problems.

Do the follow steps:

1) Run config.exe in your game directory ("steam folder"\steamapps\common\Hitman 2 Silent Assassin)
it will create hitman2.ini file.
2) Open it with a text editor, replace 'Resolution 800x600' or whatever your current resolution is to 'Resolution 1920x1080'.
Then rename 'window 0' to 'window 1'.
3) Download ENBSeries DX8 to DX9 Convertor v0.036 http://enbdev.com/convertor_dx8_dx9_v0036.htm
4) Extract all files from archive into the game directory or where game execution file exist.
5) Enjoy!

Worked well, but had to go through the comments here from a user named Sebs who shared that you need to add "StartUpperPos 0,0" in the ini file if you have a dual screen setup. Otherwise the game is incorrectly positioned on your screen!

Can confirm this does work. Since the game is from 22 years ago and I don't think was ever updated to current DX 11 or 12 standards (among other things). It is nice to know someone archived the files that will fix the game. Always run a scan before randomly opening the ZIP file, and make sure to click the properties of the ZIP and tick the box that unblocks the files (this is a Windows 10 and 11 security thing).

thanks for the guide, but that effort is just not worth it for how trash this game is probably going to be.
