Navigate to: Steam\steamapps\common\H-Hour Worlds Elite\HHourGame\Content\Movies

Rename the video file "LoadingScreen". Example: "Loadingscreen1"

Another option is to delete or move the "LoadingScreen.mp4" file.

Whenever you load the game you will skip the intro movie (may see a black screen for a moment if loading slowly).
