Dockyard, I buy the crowbar to get loot quick, and the cameras to have some free scouting, since you gave to visit the whole map I find it best to have one camera on each side of the map. The map is quite big and there are few "patrols per square inch" (that means once you deal with 2-3 people, an area becomes safe), so you can actually sprint non stop if you keep tabs on all the patrols, I try to do that here but get caught a few times, it's awesome when you do this and never get caught though :P

Now on with the level, first go for the keycards and feel free to open crates, each area has several ways to get in and traverse, I show a few but not every single one. Of note, be careful close to the control rooms as the guard that patrols on the floor below next to the ship can see you and you wont notice until its too late. You can kill civs and toss the water like I did, but be careful with the angle, you dont want the cameras or guards to notice.

For the right side close to the boat, the solution is easier, there are two civs and they can be tied and hidden from the guards sights (or killed if that's your thing), just be careful with the single camera.

You may have to drill the truck, it will be painted pink, in that case kill the guard I kill. Phone break!

I prefer getting rid of civs, so you can toss the ones that patrol near edges into the waters. Just dont do that on cops as you have to answer the pager too.

I get a glass pane cracked, and there are cops that can see it, if they are on the patrols to the sides of the building, luckily I dont have those. From there I just get the loot to the boat and leave :P, next mission is mallcrasher.
