It's a mod that allows the creators of assets (non-growable assets) to designate their buildings as residential, commercial, or industrial, etc. This way, when plopped using the mod's in-game menu, assets will house either people, commercial stores, or industrial. For example, you could designate your building as commercial, with x workers. Using the ploppable RICO mod, I could place this building in my city, and it would act as a normal (dare I say "growable") commercial building. It's supposed to be pretty easy for an asset developer like yourself to have your asset work properly with the RICO mod.
