Hey mate, honestly couldn't tell ya.
I haven't loaded it up in quite in a while and with the whatever updates and expansions that have come out since, as well as how other mods interact with each other, could be a bunch of reasons.
Hey mate, glad to hear you like the mod, I've included exactly that info in the description as follows:
"To edit the probability of recruits having a certain flag go into Drive:\Games\Steam\steamapps\workshop\content\268500 and search 'Add', this mod is 'AddLoyalistLegions' and in Config/XcomGameBoard.ini change the unit weight values to whatever you desire."

I've got one question tough, is there any .ini file I can tweak so the game only displays the one variant of some of the chapters that i like the most? (eg space wolves). I'm a bit of an un-clutter maniac... Usually there would be some XComContent.ini file, which is the one I t've used in other mods, but can't find it in this mod though :/
Anyway, thanks again for your work!
On a light unrelated note, I recently took a photobooth pic after a supply raid and captioned it "Hey, ADVENT... Thanks for all the toys!!!"
