hm im having a similar thing when i shoot something i hear static sounds but it was on a different map and i think its from my mmod sounds mod

Hey uhh im getting these weird sounds when i get shot and they are really weird, it's def not an addon i installed i only have a couple installed and they are gun mods, They dont do it on other maps, When i step on a body these weird static sounds play and when i get shot super fast talking is there, this isin't a troll im very creeped out

Yeah...kinda find out that is solvable with commands such as mat_specular 0
and mat_fullbright 0, sorry.

That's cubemaps/specular.

Some props, mostly the handrails are weirdly shiny, like their $Phong is set too high

I will say same goes with the weapons but those are custom models, than again, they work fine in other maps.
