Для включения редактора карт откройте Settings.ini из директории с игрой и добавите новую строку EditorEnabled = 1 в раздел [User Settings]. Затем запустите игру снова и редактор карт будет в главном меню.

To activate map editor , open Settings.ini in notepad and add EditorEnabled = 1 on a new line in the [User Settings] section. Then start the game again and there will be a “Map Editor” option in the main menu.

Thanks, I didn't know about this. I still enjoy playing this game although it's a little sparse.

You can lower the area where you want a river. Water can only be on one level and thats sea level.

Or you can run SMR Terrain Editor make a new map then save the map wihout add city, industry or decoration and exit from SMR. Go to folder My Documents/MyGames/Sid Meier's Railroad/Usermap, and open new your map was made. Find file map_yourmapnames.tga edit with GIMP2 or PaintNet software. You can add ocean or river in your map with brushes your map with black Colour (R=30 G=30 B=30) in map where you want. Save your current file and exit. Run SMR Terrain Editor and load save map, you will see ocean water or river water in yours map. Good luck.
