also, on the note of the conduct summary again: no one gets to see it. so there's no perceived reputation, at all. it could be public and show your actual track record. but i guess some people must have such poor ones :D

i'd be up for in game text and voice chat sentiment analysis as a means to determining whether a player should be reprimanded for misconduct. then i'd be willing to unmute everyone.

there's not much hope, in my opinion. the conduct summary is the absolute least they could have done.
