Thanks for pointing that out Sundays, agreed.
The 4th floor and the 1st floor are mainly for flanking, and finding the safest route to get back to the flag area.... if you die, you DROP the flag, and the flag returns after 20 seconds...
Also, imagine the map with up to 20 players on each team.... if there were that many people, it would be much harder to safely escape and capture the enemy flag.
That is why there are additional floors, to accommodate this, the floors above the 4th floor are not necessary, neither is the outside really, I may block them off in the future.
If the 1st and 4th floor are uncontested, you might aswell take those floors to flank the enemies playing on the 'relevant' floors ;)
1) having the flags and capture points being on different floors means there isn't much incentive to go on the other ones.
2) Furthermore, the 1st and 4th floor doesn't have much purpose.
