That said, I'm actually thinking the developers purposefully made Irving ice element as some sort of odd way to limit Tiara who is potentially one of the most damaging party members in the roster.
Well, while it's possible and would make more sense, I don't think it's matter much. First, you can change her combo to primary bows; and second, well, Tiara's power lies within Spell, not physical attack, as Maelstrom with water +3,+4,+5 will 1-hit almost any non-boss battle. Heck, she is still powerful in boss battle. So I guess, yeah, it make sense, but her physical attack is not her strong point anyway.
Would it make sense to change Irving's Bow Prowess to Glaive Prowess?
