How do you apply the Livery?
Spawn the 2016 Explorer from Emergency Vehicles Tab, Right click, click Vehicles liveries, go to SuperM -> and then choose your desired livery.

And no, I don't do skin requests B)

Where do we go to find the California Livery pack?

Whenever I hold C, it has photon and and player model icons show up instead of the "Liveries" category.

Hold C right click the car and hover over "Liveries" choose the slected category and click it.
