I'm pretty sure there's more than one location that contains the car/s, but here's the one I found.

(The blue waypoint mark)
After you get there, just go into the abandoned hangar ...thingy and choose one of the 3 cars.

Unlocking

To unlock the car you must drive it to a garage, the closest garage i found is located 10km's away from the location itself. Here is the location of the garage.

(Liberate the town before driving the car in there, so you minimalise the chances of the car exploding.)

Also, sorry for the Polish HUD.

PS., I found out that attaching the car to a helicopter is a good way of transporting it.

this car is ok to get, the problem is when u want to get that big ass dump truck, without having liberated provinces properly
managed to drive one down the mountains with full 5 levels wanted, only to blow up at the edge of the town

The truck alongside the boat in the lake are the most annoying things to unlock

get the car get to the railroad tracks. use tracks to get to garage. and since it the best flat surface to roll on you can really crank it.

to be honest is not worth it getting this car due to that is hard to control when turning at a decent speed.so is mostly for showing off then completing land races
