I searched every single method I could for hours but nothing worked.
My solution was opening Windows Features and checking the tick off for Powershell then restarting the computer, I know this problem has a million reason to pop up but I thought I should put it in here in case nothing else works for everyone else.
Linux subsystem for Windows. Disabling that thing fixed it for me. Hope it helps!
My fix: Steam > Settings > Downloads
Click CLEAR DOWNLOAD CACHE
You'll have to re-login to steam. I played CS:S for over an hour after doing this with no disconnects.
