Mod: Google this "[Release] A_Squared's skin unlocker! - UnKnoWnCheaTs" (Steam wouldn't let me link it.)
Payday 2 BLT: https://paydaymods.com/download/
Instructions:

1. Install BLT, by dragging and dropping the files in their .rar into your PD2 Directory {C:\Program Files (x86)\Steam\steamapps\common\PAYDAY 2\}

2. Install Skin Unlocker into the mods folder inside your PD2 Directory. {C:\Program Files (x86)\Steam\steamapps\common\PAYDAY 2\mods}

The weird thing about legendary skins is that apparently even if you get them legitimately (through absurd trial and error and luck) and have them legit added to your inventory, using them still applies a cheater tag from what I read online.

It is a hack but people heavily defend it,theres no point in not doing it because Overkill isn't banning people for using it and it doesn't give a cheater tag to the player when using it,it does however cause instability on low RAM machines which i made a thread about in the past

Theres a Skin Unlocker just about everyone uses thats how he got them
