You will need a program to extract the files, like for example "WinRaR".


Now copy the files, or extract them to the Joint Operations Combined Arms directory, Which is on your OS>ProgramFiles(x96)>Steam>SteamApps>Common>Joint Operations Combined Arms

Paste the files (In Directory)

Is this supposed to be MARPAT? Because the picture you have at the top is ACU, and the ingame screen is too lowres to tell, although it looks more like ACU as well.
