I have checked both of the core file (crp) of mine and subscribed one. They both have the After Dark signs. It grows in the not-near-water Tourism Commercial zone only. I may have my friend try it.

@Elias, do you happen to own After Dark DLC?

However, the only glitch I found was that the custom contents at least mine for Tourism and Leisure buildings have the normal Commercial building names like Outlet Store not something something Hotel.

hi quad, i see that this is a "commercial, tourism" building and you pointed out that the ad-dlc is required, but the workshop doesn't show any sort of "warning" that the dlc is required (normally there is a pinkish sign above the subscribe-button). your other commercial tourism-building has it. maybe there is something wrong with the building?
