Wasteland 2 does have a ton of various skills that are used sparingly, so making a skillmonkey ranger is reasonable, but with planning, you don't have to. You can just choose the ones you really like the sound of, for the starter rangers, and boost those for some time (and see where it gets you in-game). Then start branching out, with additional skills and new companions.
Imagine if you could 100% every skill and have very skill from the very start of the game, so you can perfectly lockpick AND force all doors, hack all computers, crack all safes, and disable all mines — then why have skills at all, or these computers and safes and mines, or the skill checks to defeat them? You could just remove all of this from the game. What you choose is the entire point.
Besides, this specific game allows you to basically spread around all the skills between your rangers. IIRC even the mid-intelligence (4) rangers can perfect one extracurricular skill in addition to their main essentials. And you have many additional companions found in-world who also can be leveled up in some skill you want.
