Any time. I love to see people trying to rocket jump, as the market gardener is my favourite item in the game. I, at the moment, have a strange server clearing market gardener that I use in conjunction with a strange shotgun and the rocket jumper. Keep on trying, you will get it.

1) you are going too high on the first jump. 2) you are shooting too high on the second. You need to shoot directly down at teh ground, all the way. follow my instructions and you will get better. Try to go as flat as possible and aim your body at the bottom step of the stairs. Good luck!
