You will need to extract files with programs like win rar[www.win-rar.com] or 7 zip[www.7-zip.org].

How to install the Mods:

• Just download the Sonic Lost World Mod Loader here[github.com].
  
• Copy the contend of the folder into the Sonic Lost World file
  (C:\Program Files(x86)\Steam\SteamApps\common\Sonic Lost World\).
  
• Create a "mods" folder inside the Sonic Lost World files.
  
• If you installed the game or Steam elsewhere you have to set up the location or the Lost Lost World files manually.
  
• Simply copy or drag the mods you want into the "mods" folder and start the SLW Mod Loader. You often have to unpack the mod before doing that.

Alternatively you could also use SonicGMI[forums.sonicretro.org]

you can download a mod collection that includes all of sonic lost world mods.
