Introduction
This is the third guide that I have made that explains how to fix something that will almost definently need help fixing. I would like you to know that I found this out entirely myself, I can't find anywhere on the Internet that has a way to fix it even close to my guide. I found this out while fooling around with the ingame files.
Section 1: The Files
This section will discuss how to first even start the game.
1. Open Files on PC
2. Go to your place where you store games (Hard drive)
3. Go to Program Files (x86)
4. Go to Steam {The folder, not the actual application}
5. Go to SteamApps
6. Go to common
7. Go to Blood II {The folder, not the actual game}
8. Left Click on Client (Don't double Click!) then right click
9. Select Properties
10. Go to compatibility
11. Set Compatibility mode to Windows 98/ME
12. Left Click on Blood2Sv (Don't double Click!) then right click
13. Select Properties
14. Go to compatibility
15. Set Compatibility mode to Windows 98/ME
16. Left Click on BLOOD2 (The Application) (Don't double Click!) then right click
17. Select Properties
18. Go to compatibility
19. Set Compatibility mode to Windows 8

We are now done with Blood II's files. Now we will talk about how to actually play the game.
Section 2: Launching and Playing The Game
We will now talk about how to play Blood II.
1. Go to Library
2. Select Games
3. Select Blood II + Expansion
4. Launch Blood II + Expansion
You should now be on the launcher, which means that you are close to being able to play the game.
5. Click on Display
6. Set Display to 640 x 480 x 16
7. Press Launch Nightmares
8. Allow it to access you hard drive or whatever
9. Enjoy

There we are almost finished, but there is something I must address. You must keep selecting a different Display everytime first then clicking right back to 640 x 480 x 16.
Conclusion
It may of seemed like it took a while, but in reality it shouldn't of taken that long. I hope this answers your problem and that you will now be able to play this game on Windows 8+8.1! It doesn't matter. It will still allow you to play the base game.
