Nvidia settings 2016
you generally want to keep these at defaults if you don't have any issues .for windows 10, make sure you set your scaling mode in the nvidia control panel by going to display>adjust desktop size and position in the control panel and set it to aspect ratio or fullscreen, then proceed to check the override the scaling mode set by games and programs so it sticks(if you play at 1080p like me this setting should be left alone).if you want less input lag sometimes setting it to 1 can help, this varies on the user however, so see for yourself try settings 1-3 or default, 1 being the sweet spot for my computer. there is also a new option called fast sync, i would not recommend using it since its still a form of vsync and still adds input lag, personally on a 144hz monitor its not needed. 60 hz monitor will limit your fps 60-120 with fast sync on, that big of a fps fluctuation is not good. also using Digital vibrance helps you see enemies. you do this by going to nvidia control panel >adjust desktop color settings. (set this to 75%-100% unless your monitor is properly calibrated and you can see things without to much blending.) default is 50. . If you are having issues with fps lag you can try swapping "optimal power mode" into "maximum performance mode". My Settings are seen on the very bottom if you want to try them out.
AMD hardware.
Same as the Nvidia section for amd cards find your scaling mode that you like, you can also install radeon pro to get flip queue size, which is like pre rendered frames. setting this to 1 can also help you the same way, if not use default. (google radeon pro you will find it) picture of the website.

with amd processors you really want to make sure multicore rendering is on to use the fullest power of the cpu. since amd has weaker performance per core compared to intel.
Launch Options i find useful.
-refresh or -freq <screen maximum refresh rate>
both these commands set the refresh rate you want counter strike to be using, do not set it higher than your monitor can handle, it may damage it. i have a 144hz monitor so i use freq and refresh 144 (you dont need both only one i show both in the picture as examples.)

-novid
removes the intro video when you launch the game.
+rate 128000 +cl_interp_ratio 1 +cl_interp 0 (gives better hit reg for some people with lower ping 0-50.) this may not help in valve MM however since the servers are not as good as esea cevo faceit etc, therefore needing more interpolation to correct the image and hitbox area. in other words dont use this for valve matchmaking use it for esea cevo faceit etc.
-console
opens up the command console everytime you launch cs go.
-high runs cs go on high priority every launch **optional** better for older pcs

**optional** -threads <amount of virtual cores>
this option works for some computers, if you have a quad core cpu use -threads 4 for example. test this setting, it causes performance issues on some computers.

you find the launch options by going to steam library>right click cs go>properties>set launch options.
Mouse settings.
Make sure you turn on Raw input it will remove all windows acceleration but not ingame acceleration so turn that off aswell, use a dpi between 400-900, set your sensitivty low like 1-2-3. depending on your dpi. this will allow you to Aim faster without making any errors. my current sensitivity is 2 400dpi at 1000hz. also set your mouse HZ to 500-1000. **note** you can also use raw input off with all acceleration removed some players prefer this. make sure your windows enhanced pointer percision is off, and make sure your windows speed is at 6/11 if not using raw input. if you do not use raw input this mouse fix will help your mouse stay 1-1 http://donewmouseaccel.blogspot.ca/2010/03/markc-windows-7-mouse-acceleration-fix.html it removes any built in accel from windows.

also some people said disabling usb power savers made thier mice more responsive, you do this via device manager, then go to your usb hubs and right click properties power then untick the power saving box.
Video explaining settings for cs go.
the video provided showed the best results for most users. considering not everyone has a high powered pc. the settings i use are for a higher powered pc as i have a gtx 770 and an i7 4770k. **TIP** in the video i use very low shadows if your pc can handle high shadows i recommend them, you can see players before they peak from seeing their shadow.

Csgo Rates.
This is a new option cs go recently added you can find it in "game settings" "max acceptable game traffic bandwith".

.5 Mbps – rate 62500
1.0 Mbps – rate 125000
1.5 Mbps – rate 187500
1.57 Mbps – rate 196608
2.0 Mbps – rate 250000
2.5 Mbps – rate 312500
3.0 Mbps – rate 375000
3.5 Mbps – rate 437500
4.0 Mbps – rate 500000
4.5 Mbps – rate 562500
5.0 Mbps – rate 625000
5.5 Mbps – rate 687500
6.0 Mbps – rate 750000
6.2 Mbps – rate 786432

go to http://www.speedtest.net/ to find out your speed then set your rate accordingly to what the speed test shows. perferrably .5 lower just so you dont use it all up.
Windows 10 Tweaks
windows 10 has a feature which allows microsoft to use your internet to download updates, to save up their bandwith (wtf microsoft) this gif will show how to disable it. http://gfycat.com/SinfulForsakenHalibut

Make sure your drivers are all up to date in device manager (type in windows seach bar right click each device properties>update driver to check.) if they are out of date they can slow down your cpu.

also disable one drive at startup alt ctrl delete then go to startup and disable onedrive

privacy settings! https://www.yahoo.com/tech/how-to-keep-windows-10-from-spying-on-you-125730399429.html disable them if you dont want to be spied on

these are my preferred settings for windows personalization performance. Type appearance in the windows search bar and you can change the settings from there.

some pcs perform better when having intel rapid storage technology installed. if you have an intel based board you may be able to use this feature, you can find the drivers on intels website or your motherboards manufacturers website. it can increase boot speed if your hardware supports it. also increase disk reading speeds. once you download this disable power link state management which can be found in the performance tab, after you have done this reboot.

Extra settings.
you can also run balance power mode to keep your power savers on while ur not ingame. this may hinder your performance though, if not then use balanced. also make sure all your drivers are updated that includes windows updates, AMD/Nvidia drivers, sound drivers, mouse drivers etc. best to download ethernet drivers and sound drivers and chipset drivers from your motherboard manufacturers site for best compatabiltity. also http://venturebeat.com/community/2012/03/24/pc-usb-trick-front-vs-back/ using the back usb ports for your mouse/keyboard for best compatability and latency, may also solve some problems. also i tend to avoid using programs like gpu Z since they scan for hardware changes constantly, can make your game lag even with a good pc.
Additional info.
Alot of guides show alot more things needing to be changed because they are uninformed or have a bad computer. , you don't need to change much besides GPU settings at times. this guide is all you need i have done years of expirimenting on computers and these are my best results.

updated the nvidia section.

not a single professional player would consider fast sync, because of the input lag that should be taken in consideration aswell.
Inshane  [skapare] 17 sep, 2016 @ 16:39
id mention it if i were to use it, i would not recommend anyone try it since i know its a disadvantage especially on a pc that can sustain over 200 fps where v sync off is the best option, another thing is not everyone has a 144hz monitor so if they use fast sync it will give them lower fps if they use 60hz monitors, making their fps go from 60-120 which isnt really ideal.
Nanobyte 17 sep, 2016 @ 15:47
I have a 144hz too, but im not 100% sure about "feeling" the lag.
Maybe because my i7 870 cant handle stable 144+ fps.
But i think it is worth mentioning that vsync-fast exists.
Inshane  [skapare] 17 sep, 2016 @ 15:08
thats interesting thanks for showing me, but you see it still adds a bit and i swear on my 144hz monitor i can still feel the difference between fast sync on and v sync off

fast sync right? i wouldn't recommend using it as i've tried it it does still add input lag
