In your case, Tales of Zestiria should be installed in:
C:\Games\Steam\steamapps\common\Tales of Zestiria
Note that you need to install the game there or move it from Steam. If you moved it manually from Explorer, then it doesn't work.
Sadge, 30fps is unbearable, nice 2015 year game
You probably need to launch the GUI first before you can use the OSD.
Hold Ctrl+Shift+Backspace to open the GUI, it should display the agreement. After you've done, close the GUI and hold Ctrl+Shift+O to use the OSD.
Also, "EnableCEGUI" in d3d9.ini needs to be set "true" to enable OSD. But if you have the GUI enabled, then each time you get an achievement, the game will crash.
