huh, sometimes this mod doesn't work and sometimes it does, any possible chance to fix it ?

somehow i had this mod without even subscribing it came by default when i downloaded my game

Is this mod cheaty? Yes. Does it assure victory in every city? No. I do like this mod, as it is a nice boost, and while it may seem overpowered, it does not mean you will win every city, or that everything will go perfectly.

how abot one where each serviver carrys some extra supplys.
not much like 5-10 radom supplys each.
