Noire's Skin is downloadable from my Steam Profile if you need it. Just copy the contents to your Vehicles folder in pCars and it should come up. :)

They're both skin mods, you need to modify the LIVERY_AI.dds and LIVERY_PLAYER.dds files so you can display them in the game.
