Problem is not solved in the game system.This is for the purpose of decorating the city. It is recommended to use in the planned city. A typical residential building is using a small (HR5 4x4) model or use the 'Building Eyedropper Tool' there is a way to substitute another building.
Creating textures using only the outside of the quality seems to be falling.
Reducing the weight of the texture is being considered.
Also -- 14k tris? That's "a bit" heavy!!! You can make the sides into textures.
