Explanation
Some people enjoy pressing the Apostrophe key, but are dismayed to find that it brings up the console, leading to dismemberment. Some others have the console bound to Tilde only, as presumably is intended, and some dislike pressing the Apostrophe key at all, with anything. For the former group I provide this text.
Direction
In Windows 7, you can head to this directory and open KFInput.ini:

C:\Users\[AccountName]\Documents\My Games\KillingFloor2\KFGame\Config

On line 309, right after [Engine.Console], there should be a line reading ConsoleKey=Tilde. Rebinding the console to another key of your choice, or binding it to an arbitrary label, will unbind it from both the Tilde and Apostrophe keys. I have it on ConsoleKey=NumPadFive, which lets me access the console only while NumLock is active. Much safer.

If you'd rather just remove the binding entirely, you can use ConsoleKey=MagicalStarpuffs and the game doesn't seem to mind.
Details
Each key seems to have its own reasonably-named in-game label (e.g. spacebar is labeled SpaceBar, arrows are labeled Up/Down/Left/Right, etc), so if you want to set ConsoleKey to a key with a long/non-obvious name or a symbol, you can precisely figure its label out in most cases simply by searching KFInput.ini for similar entries.

For a similar, shorter file which might contain a few fringe labels unmentioned in KFInput.ini, try searching C:\Program Files (x86)\Steam\steamapps\common\killingfloor2\KFGame\Config\DefaultInput.ini.

Don't know why they didn't do this default. Do they think no one uses'? Just a note for people F3 also opens the command bar so you can type in it without the big box saying way you previously typed.

Thanks for this guide, I've been wondering how to solve this issue for ages. Thumbs up for you.

Another nice trick I learned from a friend is how to change the text in-game to different things. Going into steamapps/common/killingfloor2/KFGame/localization/INT/KFGame you can find the regular text the game uses for the wave starting and ending, voice commands and other things. For example, I changed the "Wave Incoming" alert to "Get Psyched!" and all the difficulty names to their Wolfenstein equivalents. Hell on Earth is now "I am Death incarnate!" and my command to get to the trader reads "let's go chopping, chaps."
