To do this you're going to need a video editing program - Windows Movie Maker will do just fine. You're also going to need whatever video you want saved to your hard drive, obviously. If it's a video on YouTube you can rip it using various sites.

Go to your Steam folder:
Steam>Steamapps>Common>Akiba's Trip

There will be two folders here, lang_JP and lang_US. Inside both of those folders is another foldre titled "movie". This is where you need to make changes. Go to the folder appropriate for your language settings, or just change the files in both folders for convenience.

Inside the movie folder will be an MP4 file for each of the videos that plays on the billboards throughout Akihabara. Replacing them is very simple. First, find the resolution of the video you want to replace. Your new video needs to be the exact same resolution or else it will not display properly. So for example, the idol video is 320x192, so your new video will need to be exactly that. Some of the videos play at different resolutions, so to be safe you can right click the file, hit properties and go over to the tab titled details to find the resolution of the file.

If the video you want to use is too big, you can open it up in Windows Movie Maker and change the resolution by saving it with custom settings. Saving some custom settings will also make the process faster for you next time you want to do this.

Lastly, you just need to swap it out. The length of your new video doesn't matter, the game will play it until the end of the video and then loop back to the beginning with no errors. The videos on the screen change each time you enter an area.

To swap the video, it has to have the exact same title as the one your replacing. So if you're replacing the idol vidoe, for example, you new video needs to be titled "mov_280_alice_win32". You can replace the opening movie as well, I did so testing with some footage of the Zatch Bell opening to see if it was possible, but it was playing at a different resolution so I had some visual errors.
