Too simple to fix...
After spending 200+ hours on my skyrim savegame, the messenger still didn't want to appear. The dialogue options to purchase a plot of land in falkreath never seemed to be avaiable, too.

There were numerous suggestions on how to fix this issue, including fidgeting with the relationship status of the jarl, finishing all rare gift quests, installing another mod that would fix it miraculously, but nothing did it for me.

In the end I just set the stage of the quest to the desired stage, where one obtains the plot.
This won't block the achievement if you're concerned about that.

Open the console,
American keyboards: tilde key (~)
British English keyboards: grave key ( ` )
German keyboards: Zirkumflex-Taste (^)
and type in:
SetStage BYOHHouseFalkreath 100
Hit enter, done. This will take 5000 gold, grant you the plot and activate the next quest objective in your journal.

Stage 15, 17 and 30 did nothing for me. 110 and 120 where achieved "naturally" later on.

Got the plot, got the achievement and even the messenger decided to show up a short time after that.

Don't want to wait for the courier with the invitation to get the quest for the Falkreath plot? On your way out of Helgen right before the bear there is a cart. Nearby there is a bottle of Black Briar Mead. Just grab it and take a left after stepping out the cave and head to Falkreath. Hail the Jarl and he will demand the mead. Give it to him, then go kill the bandit leader and you're golden. You do need to buy the land prior to level 9 otherwise the courier may show up and give you the letter to start the quest that can't (console command?) be removed from quest log.

tho i never had that problem, well my game i quite bug free tho i sometimes get quest items not disapearing from my inventory upon giving them to quest person, quests still works as usual but at the end i have some curiosity item left in inventory witch lost quest item status

You can build houses in Falkreath, Hjaalmarch or Pale. These activate through different "Quests" and may not all be bugged. You'll have to adjust the command for each region.

I'd try getting them the intended way before using console commands, because it does spoil the fun. Searching through the internet for hours to find a solution wasn't fun either though :/

Quests have stages. E.g. stage 15 may be "go there and find person x" if you finish the stage it will be set completed and you progress to the next stage, say 20. I have no idea, why a specific number is used, but you can look them up on the linked site.

Skyrim is quite buggy and in my (and other peoples) case, this specific quests would not trigger/advance. So I set it with a console command. You could always go for a new game and play from the start and hope it progresses without bugging.

It won't block achievements , it isn't even a mod of the original game (which do not block achievements either, at least I didn't hear about contrary statements).

I'm confused. What does this do? Will it block Achievements? Where all can I build my own house at?
