VL - Enchanced vote announcer v1

This is a mini-mod part of the VL Enchanced Real Sounds MOD. ( http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=424339738 )

This mini-mod replace the original sound on Vote events.
Adding an advicer voice for the actions:

Voting started
Voting failure
Voting success

Also added better sound on vote yes and no events to know better who many votes have each selection.
