There's a much easier way to put up the houses ... one rectangle with an inner length of 10x4 plots ... plots on one side of the inner rectangle (short and long side), plots on the two long outsides and one short outside, which leaves enough space for decoration in the middle and all the buildings you need ... cut the rectangle off with a roadblock or two from roads leading away, add the production areas and you have no problem getting the mission done with one of each necessary service buildings.
