1)Go to My Documents > My Games > UnrealEngine3 > ShooterGame > Config and open the file ShooterGame.ini

2) Search the string TTSEnabled ( use the search option Ctrl-F)

3) change TTSEnabled=false to TTSEnabled=true

4) Save and launch the game

5) Aiou

TTS doesn't seem to work anymore as of the last update.

Okay, so you can't use the file path the author gave you. You need to go to Program Files x86 --> Steam --> SteamApps --> Common --> Dirty Bomb, and then follow the author from there. (If you have the game on Steam, which I assume you do if you're reading this guide).
