Here is how I did it:
1. Start as Austria
2. Ally 3 random 1-province HRE members.
3. Disband all troops
4. Send subsidies of about 4 ducats for each ally.
5. Wait until next month: Profit!

Dont know why I couldnt get with Austria, but then I did with England, as @Bran_The_Chikin said. Thanks!

Doing it with england and the irish states is easier, only about a ducat and half a month
