No you don't. If you download a Hex editor and edit the assets .CRP values for "m_placementmode" to "03" in the value slot you can now make any asset "ploppable" meaning it can be placed anywhere on map not needing to have a road or anything else nearby. If you want more details I can try and dig up the forum discussions or you can try and google it with the above info. Long story short any asset in Cities can be altered this way to be "ploppable".
