When you start game, select mission or campaing. If your game still laggy use ALT + TAB and back to your game. Now game will be work like a on Win XP <3 (This working for me that's why i made this tutorial)

wrong settings, unsopported by system. First of check refreshrate (better set it manually but double chekck what is supported on 1024x768 for your display).
Second - resolution. 120x1024 is unsoported by current displays, any low than FDH cannot render at all, any else widescreen cannot properly render it.
