a) Run steam as admin (right click on steam compatibility > run as admin)
b) Verify game-cache ( right click on game in steam library > verify game cache )
c) Look for this file and delete it: mp_playlists_dlc2 or mp_playlists.

Location:

Steam\SteamApps\common\Call of Duty Modern Warfare 2\zone\german or russian or english or any other language.
