This is a prop and is found when you make a new asset. If you have a lot of props then it may be hard to find as there is no way to guarentee its position in the props list.

you can, but, be warned that currently there is no way to make a prop follow the curvature of the terrain, so, if the terrain is not flat when you place your lot, then props may look like they are floating or buried depending on where the center is compared to the surrounding landscape.

I am working on a work-around idea, but, I need to experiment more before I release anything. you can follow my experiment and discussion on the official forums (link in the description above).
