Let's do it
First, right click on your desktop and open NVIDIA control panel.

Then, click on "Manage 3D setting" on the left hand side.
After that, click on Program Setting on the right hand side and click "Add".

New window will appear then click "Browse" on the window then select the game launcher named "game.exe" from your installed path.
Original path: C:\Program Files (x86)\Steam\SteamApps\common\Dead or Alive 5 Last Round\game.exe

Then scroll down to find Vertical sync in function tab and change setting to "On" then click "Apply".

Done. I hope this might help people who experience the issue and look for solution.

Telling people to increase input delay in a fighting game is just... wrong. Which exactly what Vsync does.

I'd be glad if I could do it. For some reason the NVIDIA Ctrl Panel keeps crashing right after starting it. I'm using GeForce Experience, too, but even without it, the problem persists. Win8.1 btw. If someday I manage how to run the ctrl panel properly, I'll try and rate your guide :x
