Using this commander you can actually skip teching up to Phase 2/3 entirely, the fuel is mostly spent on troop training anyway so I would only get a Panzer IV in times of excessive fuel. Veteran schreck teams and grenadiers can effectively counter enemy infantry and armor alike, not to mention using your Pak guns, mortars and HMGs for holding key points. This tactic of course is especially vulnerable to enemy indirect fire (especially 120mm mortars, pack howitzers, M8 Scott and Katjusha) but it can work, especially in a team game where you can vet up your teammate's tanks and focus on producing elite infantry.
Being heavy armor, the Tiger Ace only really needs infantry support (against Jacksons, AT guns and SU-85s) so other tanks might not be needed at all.
