RBase96@ Heres how to do it,build a big batterie conflictnerd style wich consists mostly out of residential.Then when you unlocked your third tile you should imidently buy yourself over to the first checkpoint aka the first platoue,from now on your going to mass zone High density residential and industrial.Do this till your reach the highest platoue with the where you can build safly a happy town.
Tips:Get the realistic population mod for extra dificulty in the begining but faster expansion in the long run if you havent already gotten that mod,also uninstall the automatic buldozer mod so that you can have a dead city underwater later on whn the water has filled the whole map

How is this possible? I've tried it a few times now and just can't get past 2500 people (without using gameplay-influencing mods). Any tips?

try building multiple floodwalls at the source so it has to have to more water to get to the land.

Is it possible to beat this map? My best was to get on the first island and built it fully and got only 3700 people. :(
