In the latest patch (1.08 / 2013) technical rolls were given complete throw vulnerability and hurtbox during the several last frames of the roll. You can still block all blockable moves during the roll, but because there is no visual clue when the hurtbox appears, this allows very ambigious setups. Also, you are fully exposed to any kind of command throws and this is what is shown in this video.

After specific hard knockdowns, you can run an interesting wakeup game (okizeme), where you first condition opponent to hold back (to block), and then cross them up at a very specific timing using special setups where they won't switch direction in time and they will unintentionally roll in your direction, because the game registers forward input during the roll input window. Akuma, as a character with command grab (from Demon Flip) can utilize the throwable windows of the roll and get a unescapable, unreversable "reset" after knockdown.

Summarized:
Opponent WILL roll if they - Hold Back (normal block)
Opponent WILL NOT roll if they -  Hold Down-Back (crouchblock | Most opponents will standblock IN THIS specific setup though), hold Forward (actually wanted to roll [they will stay in place | won't roll either side))

Some character with quick teleport or quick move that can corpse-hop (hop over laying opponent) can use this to get their normal throw after a combo with hard knockdown and get extra damage + remove red health. You can also pandora into Zangief and use super to catch the roll.
