Can confirm it's buggy - I found most of them but only checked off 2. Janky mechanics most likely.

I've been taking pics of him for an hour and none have registered. Googling it just brings up numerous people complaining about the same thing.

I got credit for all the photos back when I played, and I doubt anything was updated or broken since 2015.

This guide is pointless as the Tenements Bipidri is broken, the game won't register any pics taken of him unless you edit the game files.
