Step by Step Process:

Step 1: You have to completely ANY mission in SINGLE PLAYER or QUICK PLAY!

Step 2: It has to be S Rank

( It won't open if you don't )

After you clear any mission in S rank the door will open:

Step 3: Go to the Locker Room and Find the number of your mission

( In this example, I picked "Thank You, Come Again" which is Mission "1")

Step 4: Look at the File.

Step 5: Interact

Congratulations, You did it! Have a Nice Day! Peace!
