Yeah it's a normal passive. Also appears with Incubus. Somehow I didn't get it up to some time in NG+ hence I thought it's an evolution.

It doesn't require evolution. I think you only get the "voodoo doll" in the selection if you have the Phantom as a ball, because it curses enemies, and the doll gives a 10% chance of eliminating cursed enemies outright.
